Once the sign-up period for a course is over, you'll need to close your course, to stop new applications coming in. This is very easy to do.
On your course page, in the Actions window (the grey block on the right-hand side) where you have all the course details (prerequisites, sign-up requirement, no of seats etc etc) you'll see a little yellow link at the bottom of the block, that says Close Applications. Click that.
If, for some reason, you would like to re-open applications, scroll down to the bottom of the block, and you'll see a yellow link that says "Re-open Applications". Click that.
As the course organizer, you can now add any user who has an account on the site to your course without having to go through the sign-up process. In the Action block on your course View page, there is a link
that should say 17 Members (or however many participants you have). Click on that and you get to a Member management area, where you can give Admin rights to individual members of your group (second tab), or
add new people to it (third tab).

Is there an updated version of this? I would like to invite some users, but I can't figure out how to do that.

When you log in with your
When you log in with your account, open "My Courses" and select your course, you should see a list of tabs with "admin" on the right hand. When you click on it, a list of members should appear, with accepted and pending applications. On the bottom there is a link to re-open the application phase.
