This is a boilerplate for a telephone conversation between a volunteer and a registered voter. Notice that the conversation should last only a few minutes, even when the registered voter has questions. Also note that people are used to the misuse of private telephones by telephone solicitors. So it may be necessary to indicate very early that you are not asking for money in any way - that you are just a concerned neighbor or parent looking to improve the quality of your child's schools, for example.
