Hey,
I learned about this tool from the Sunlight Foundation's Sunlight Labs Google Group: http://www.datasciencetoolkit.org/. It has a bevy of tools of interest to us online mappers -- geocode street addresses (1 at a time or in a batch), convert lat/long to political boundaries (county, city, neighborhood, legislative district), find an address in HTML or text documents and geocode it, and many more. It's free, open source, and the developer is very responsive. (I contacted him on the related Google Group about a bug I found, and he responded the next day.) The toolkit is based in Python but works with Javascript and command-line too.
