We also considered the problems of commercial and non-commercial licences and whether B's educational use would be regarded as commercial. I think it is right to abide by your own jurisdiction's view on that. In Australia the Smartcopying website(the education sector's guide)is encouraging use of all the CC licences by schools.
Mary, regarding the .odt files. If you don't want or can't install OpenOffice or LibrOffice, remember that you can convert the .odt to .doc for free, using services like Google Docs or Zamzar.com.

I suppose, in time, legal challenges - or the lack of them will settle the non-commercial argument. Australia-wide, the government is using CC (look at www.abs.gov.au) and when big entities are using it the rules will be worked out. We are just in the settling in phase now. Thank you Juanan for the advice about .odt - Joseph converted all the relevant files for me so I have them now. I don't have admin rights on my work computer.
