Selecting Programming Languages/Tools

My personal background is strongest in PHP, python and plain ol' Javascript, and I see we've been recommended to use jQuery... I have one particular friend who finds Ruby to be great at using RESTful APIs...
I guess my question is twofold:
1) What languages have people found the best experience with when using open data, and
2) I've been meaning to get to know jQery for a while... are there any authoritative online tutorials, or should I just read the libraries if I already code in javascript?
